Y. Cengiz Toklu

Dr. Cengiz Toklu is a charman of the Mechatronics Engineering Department, Bahçeşehir University in Istanbul, Turkey.

After having his BS and MS degrees in Civil Engineering from Middle East Technical University (METU), Ankara, Turkey, in 1967 and 1969, respectively, Mr. Toklu started his academic career in METU, Civil Engineering Department, and than in Engineering Sciences (ES) Department. He has obtained his Ph. D. degree in "Institut de Mecanique Theorique et Appliqué, Faculte des Sciences, Universite Paris VI (Pierre et Marie CURIE)", Paris, France, at 1976 after having a scholarship from French Government. He has served again in METU ES department as Asst. Professor and also had an administrative work as Vice Head of ES department. Between years 1982 and 1998 he was out of the academic life and worked essentially as a consultant or supervisor and directed many giant projects including  New Galata Bridge,  2nd Bosporus Bridge,  Imrahor Bridge,  Ankara light railed system,  Izmir-Cesme and Izmir-Aydin Motorways, etc. He was chief consultant to Highways Department in the preparation of contract documents of the Izmit Bay Suspension Bridge (2800m span) and the related motorway.

In 1998 he returned to academic life at Eastern Mediterranean University in Northern Cyprus and joined Cyprus International University at 2004 first as Acting Dean, and then as Vice Dean of the Engineering Faculty, Chair of the Civil Engineering Department and Acting Chair of the Computer Engineering Department. In 2005, he has joined Bahçeşehir University assuming chairmanship of the Mechatronics Engineering Department. He is author of more than 30 technical publications in Turkish,

English and French, most of them being published after 1998. He has supervised 6 MS theses.

Dr. Toklu was the leader of the workpackage “Construction” in the international project proposal “Towards the Ultimate Self-Sustainable Society: Manufacture System Design for In-Situ Resource Utilization in a Moon Colony (Moon-ISRU)” submitted to European Union 6th Framework Programme with 40 participant universities, research organizations and companies from European Union, USA, Canada and Japan.

Dr. Toklu is reviewer for several journals. His memberships include Turkish Chamber of Civil Engineers; Turkish Informatics Society; Turkish - French Association of Engineers; Yollar Turk Milli Komitesi (Turkish Road Association); ASCE Structural Engineering Institute, Emerging Computing Technologies Committee; European Group for Intelligent Computing in Engineering (EG-ICE); Turkiye Kopru ve Insaat Cemiyeti (Turkish Association for Bridge and Structural Engineering); European Chapter of Metaheuristics (EU/ME). He is Founding member of the non-profit corporation The Space Resources Roundtable, Inc.

Areas of specialization:

Two of his main reserach subjects are the followings:
a) Solving structural systems by total potential optimization. The method put forth has already been applied to trusses and proved to be much more capable than the existing methods. Applications to plates and other structures are being prepared for publication.
b) Scheduling using genetic algorithms. The technique put forth has proved to be much more effective than the existing commercial programs.
